From April 9 to April 10, 2016, the China High-Level Forum on Intellectual Property Protection was held in Beijing. Shen Changyu, Director of the State Intellectual Property Office, delivered a speech: The theme of this forum is "Protection of Intellectual Property and Promotion of Entrepreneurship and Innovation". The aim is to promote the economic and social development of the country by strengthening intellectual property protection, creating a better entrepreneurial and innovative environment, supporting the implementation of innovation-driven development strategies.
Intellectual property creates achievements for intelligence, knowledge generates strength, and changes the world. Transforming knowledge into practical labor results requires multiple factors. Since the 18th National Congress of the Party, the state has raised the work of intellectual property to an unprecedented level and included it in the "13th Five-Year Plan", attaching importance to the development of talents, protecting intellectual property, actively creating a good environment, and promoting the development of intellectual property. Subsequently, various government departments issued relevant policies to carry out IP innovation work on the spot in real time, improve the entrepreneurial environment, and truly play the role of knowledge to promote the process of national modernization.
This forum not only shared the achievements of intellectual property protection in recent years, but also analyzed the problems and contradictions in intellectual property protection, dialectically treated intellectual property protection, and supported the implementation of innovation-driven development strategies. Promoting the economic and social development of the country shows that the country attaches importance to intellectual property rights. The author makes the following suggestions in this regard:
1. Emphasis on the cultivation of talents, improve citizens' awareness of innovation, and cultivate innovative talents. Innovation is not empty talk, but the need to penetrate this concept into the hearts of the people, encourage citizens to use their talents, innovate for all, innovate in life, and use innovation to improve the quality of life and the standard of living.
2, deepen the concept of intellectual property protection and increase the protection of intellectual property rights. In recent years, the state has paid more and more attention to intellectual property and achieved gratifying results. At the same time, there are still many problems: a single method of intellectual property protection, a difference between the expected and actual effects, and difficult intellectual property rights protection. All these require the relevant government departments to further improve their work capabilities and find targeted solutions based on different areas of intellectual property to protect the rights and interests of rights holders.
3. Improve laws and regulations related to intellectual property to provide legal basis for rights holders to protect their rights. Administering the country according to law is the basic strategy for the party to lead the people in governing the country. The legislature formulates laws so that various national undertakings have laws to follow, and the protection of intellectual property rights also requires laws to regulate. Improve relevant laws and regulations, train relevant professionals, and provide channels and legal protection for rights holders' rights and interests.
4. Absorb foreign experience and achievements, and be in line with international standards. The protection of intellectual property rights is a common issue for all mankind, and it requires the exchange of experience and achievements of various countries. China needs to make its intellectual property achievements go out of the country, make intellectual property rights protection international, exchange experience with other countries, and make progress together.
